Optional Neo4j GraphStoreProvider.

Opens only when tnsai.graph.neo4j.uri (or TNSAI_GRAPH_NEO4J_URI) is set and org.neo4j.driver is on the runtime classpath. The official driver is never a required tnsai-intelligence dependency and is never shipped from tnsai-core. This provider is not a framework default: when it claims a Role it beats the bundled in-memory adapter.
