Severity tier the agent's authority scope ( AuthorityScope) classifies an action with (TNS-298).

Auditors filter records by class to find regulatory-relevant actions quickly; the reputation ledger weights records by class (one HIGH miss outweighs many LOW misses).

Tiers are deliberately coarse — five tiers cover the common cases without forcing operators to do nuanced classification at every call site.
