A fully configurable Role implementation created via RoleBuilder.

This class is not intended to be subclassed. Use RoleBuilder to create instances with custom configurations.

For roles with action-bound safety constraints (mustNever / mustAlways), define a Role subclass with @ActionSpec-annotated methods.
