Conversation-boundary hook events (issue #60). Fire around the user-facing chat surface — the natural integration point for prompt injection scanning, PII redaction, content safety filters, and tenant quota enforcement.

Distinct from ActionHookEvent (which fires around every dispatcher call, including framework-internal LLM probes) and from

invalid reference

ToolHookEvent

(tool-dispatch only). Chat events fire once per user turn, regardless of how many internal LLM / tool calls the agent makes.

• PreChat — user message submitted, before prompt assembly
• PostChat — final assistant response ready
• OnChunk — each ChatChunk during streaming
• OnNotification — agent requests user attention
