public class ToolAuthorizationException
extends ToolException

Tool credential is valid but lacks permission for the requested operation — typically HTTP 403 from upstream, RBAC denial, scope mismatch on an OAuth token. Distinct from ToolAuthenticationException (who you are vs what you can do).

Non-retryable: the same call with the same credential keeps failing until the caller is granted the missing permission.
