Plugin / SPI discovery hook events (issue #63). Fire when the framework loads a ServiceLoader provider or registers a Tool at runtime.

Primary use case is supply-chain audit: "what extensions did this agent actually load?" is a production-relevant question that requires a structured answer. Secondary use: security gate — blocking untrusted providers before they reach the registry.
