Thrown by BuiltInTool.instantiate() when the backing POJO cannot be resolved or constructed reflectively.

Common causes:

• tnsai-tools not on the runtime classpath (ClassNotFoundException cause) — fix by adding the tnsai-tools dependency.
• Backing POJO has no public no-arg constructor — fix by removing the offending explicit constructor or adding an empty one.
