Reusable action-dispatch contracts for Roles.

A capability is an interface carrying one or more @ActionSpec-annotated methods whose execution is delegated to the framework's ActionExecutor (LLM / MCP / WEB_SERVICE dispatch). Roles gain capabilities by implementing the interface; the framework discovers the capability methods during action discovery and routes LLM tool calls to them, bypassing the interface's default body.

This package exists to eliminate the return null; body boilerplate that every dispatched @ActionSpec method previously required. See Capability for the full rationale and usage example.
