Multi-model council deliberation pattern for LLM systems.

Implements a 3-stage deliberation pipeline inspired by Karpathy's llm-council:

1. Stage 1 - Individual Responses: All members answer independently in parallel
2. Stage 2 - Peer Review: Members evaluate anonymized responses and rank them
3. Stage 3 - Chairman Synthesis: Chairman produces final answer using responses + rankings
